Sen. Art Haywood is calling on President Donald Trump to reimburse families in his district following a recent court decision that found key tariffs imposed by the administration were illegal, according to an announcement.
In a letter sent to Trump, Sen. Haywood demanded $1,700 in refunds for every family in Pennsylvania’s 4th Senate District, arguing that residents were financially harmed by tariffs that were later struck down by the Supreme Court of the United States.
“On February 20, 2026, the Supreme Court confirmed what the American people already knew — your administration's tariffs were illegally implemented without the support of Congress or the voters,” Haywood wrote in the letter.
Haywood said his district contains approximately 100,000 households, which he estimates would total $170 million in compensation owed to residents.
The demand follows a 6–3 Supreme Court ruling in the case Learning Resources, Inc. v. Trump, which found the administration exceeded its authority by imposing tariffs under the International Emergency Economic Powers Act without congressional approval.
Haywood framed the letter as a formal notice seeking restitution for the economic impact the tariffs allegedly had on families in his district.
“This letter stands as an official notice that compensation is owed to the people of my district,” he wrote. “If you do not comply, I will pursue further action.”
The court ruling could have broad financial implications nationwide. Analysts estimate that tens of billions of dollars in tariffs were collected under the policy, with potential refunds now being debated through legislation and lawsuits.
Haywood represents Pennsylvania’s 4th Senate District, which includes communities in Abington Township, Cheltenham Township, Jenkintown, Rockledge, Springfield Township, and parts of Philadelphia.
