Police seek charges following two-vehicle crash that left woman seriously injured, according to police

Police in Lower Moreland Township have concluded an investigation into a two-vehicle crash that occurred at the intersection of Philmont Avenue and Pine Road, resulting in serious injuries to one driver.

Police were dispatched to the scene around 7:29 a.m., where they found a black Chevrolet Malibu and a red Ford F-350 pickup truck involved in a collision. The driver of the Malibu reported pain to her head, neck, and back and was transported by ambulance to Abington Hospital.

The driver of the Ford F-350 was identified as Fred Jay Breslow, 64, of Philadelphia.

Police determined that the victim was traveling northbound on Philmont Avenue with a green light when Breslow, traveling southbound, attempted to make a left turn onto Pine Road. The vehicles collided within the intersection, and police concluded that the victim had the right of way.

According to police, while officers were gathering information at the scene, Breslow appeared unsteady, lethargic, and disoriented, with slurred speech and slow movements. Officers reported that he was unable to clearly identify the roadway he had been traveling on prior to the crash, and later-obtained surveillance video contradicted his statements.

Police attempted to conduct standardized field sobriety tests, but said Breslow was unable to safely complete them due to difficulty following instructions and maintaining balance. Officers stopped the testing after Breslow nearly fell forward while attempting to tie his shoes.

Breslow was taken into custody and agreed to submit to a blood test, which showed the presence of lorazepam and THC in Breslow’s blood at the time of testing.

Medical records obtained from Abington Hospital indicated that the victim was initially admitted as a Level 2 trauma patient, complaining of nausea and head and neck pain. Her condition later worsened, and she was upgraded to a Level 1 trauma after experiencing seizure-like episodes, a drop in blood pressure, and a period of unresponsiveness that required intubation.

Hospital records further indicated that the victim experienced additional neurological symptoms, including weakness and decreased sensation in her extremities. Physicians later diagnosed her with central cord syndrome, a serious spinal cord injury. Due to the seizures following the crash, hospital records note that the victim has been advised not to drive for six months.

Breslow is being charged with a felony charge of aggravated assault with a vehicle.

A preliminary hearing is scheduled for Feb. 20, 2026 at 10:45 a.m. before Judge Thomas P. Murt.
