Montgomery County District Attorney offering $5K reward for information on 2025 murder

District Attorney Kevin Steele and Norristown Police Chief Michael Trail released the video of the shooting and asked for the public’s help

In 2025, Montgomery County had one unsolved homicide — the Feb. 13, 2025 killing of 27-year-old Cesar Flores-Diaz, who was killed as he arrived home from work by a shooter who appears to have laid in wait. 

District Attorney Kevin Steele and Norristown Police Chief Michael Trail released the video of the shooting and asked for the public’s help in identifying the male shooter. A $5,000 reward is being offered.

The murder happened just before 9 p.m. on Feb. 13, 2025. Norristown Police were dispatched to the 800 block of George Street for a report of shots fired. First arriving officers found a running white Volkswagen CC on the west side of George Street, with its headlights on. The vehicle’s driver, later identified as Flores-Diaz, was obviously deceased with several gunshot wounds to his head.

A joint homicide investigation by Norristown Police and Montgomery County Detectives located surveillance video, which showed that Flores-Diaz was parking his vehicle outside of his residence when a single gunman ran across the street to the driver’s side window and fired multiple shots into the vehicle. The video shows that the shooter walked to the area and waited in a stairwell for approximately five minutes before Flores-Diaz arrived in his vehicle. After the shooting, the shooter fled on foot, running north on George Street.

A still photo of the shooter and a video of the shooting is being re-released. Police are seeking the public’s assistance in identifying the shooter. The District Attorney is offering a reward of $5,000 for information leading to the identification and arrest of the male shooter, who is wearing a unique blue backpack and has a distinctive gait.
