Four Upper Moreland Police Officers promoted during township ceremony

Veteran officers take on new leadership roles in investigations and patrol divisions

Four members of the Upper Moreland Police Department were formally promoted earlier this month during a ceremony before township officials, fellow officers, and family members.

Promotional oaths of office were administered during a February ceremony by the Honorable Thomas P. Murt in front of the Upper Moreland Board of Commissioners, marking a significant milestone in the careers of the four officers.

Detective Sergeant Todd Smith

Detective Sergeant Todd Smith was promoted to the rank of lieutenant. A 28-year veteran of the department, Smith has served in numerous roles, including patrol officer, field training officer, officer in charge, and special detective with the Montgomery County District Attorney’s Office, where he participated in county and regional task forces. His experience includes drug enforcement, DUI investigations, and gun violence cases. Over the course of his career, he has received multiple commendations, including two Pennsylvania DUI Association Top Gun awards. Promoted to sergeant in 2023, Smith has been serving as supervisor of the Criminal Investigation Unit. As lieutenant, he will oversee the department’s Investigations Division. Smith holds a bachelor’s degree in Administration of Justice from Penn State University and has completed advanced leadership training through the FBI Law Enforcement Executive Development Association and Northwestern University’s Center for Public Safety.


Sergeant James Robb

Sergeant James Robb was also promoted to lieutenant and will oversee the Patrol Division. Robb joined the Upper Moreland Police Department in 2015 and has worked in law enforcement since 2012. During his tenure, he has served as a field training officer and officer in charge and has been assigned to the District Attorney’s Office Municipal Drug Task Force and the Montgomery County Major Incident Response Team. A certified Drug Recognition Expert, Robb also instructs fellow officers in impaired driving enforcement. His commendations include a Heroism Commendation, multiple Unit Commendations, and two Pennsylvania DUI Association Top Gun awards. Promoted to sergeant in 2019, he previously supervised in the Patrol Division. Robb holds a bachelor’s degree in business administration from Kutztown University and has completed advanced supervisory training through Northwestern University and the FBI Law Enforcement Executive Development Association.


Detective Mark Bouldin

Detective Mark Bouldin was promoted to sergeant and will supervise C Platoon. Bouldin brings 13 years of law enforcement experience to his new role, most recently serving as a detective and field training officer in Upper Moreland. He is also an operator and breacher with the regional SWAT Team and a member of the Montgomery County Gun Violence Reduction and Drug Task Forces. Before joining Upper Moreland, Bouldin served with the City of Fairfax Police Department in Virginia and the SEPTA Transit Police Department, earning Officer of the Year honors from both agencies. A U.S. Army veteran, he served as a tank and mortar platoon leader and tank company commander, deploying to Iraq in 2009 and receiving the Bronze Star for Service during Operation Iraqi Freedom. He holds a master’s degree in management from American Public University and a bachelor’s degree in political science from West Virginia University.


Officer John McCleary

Officer John McCleary was promoted to sergeant and will supervise D Platoon. McCleary began his law enforcement career with the Philadelphia Police Department, serving in one of the city’s largest districts and gaining experience in high-risk and complex incidents. He joined Upper Moreland in 2016 and has served as officer in charge since 2019, providing operational oversight and supervisory support. Throughout his career, McCleary has received commendations for his actions during an active shooter response, multiple in-progress bank robbery apprehensions, and his work at large-scale events.
