EDC agreement signed by officials for former Willow Grove Naval Air Station property

The signing means the property can be officially moved forward for redevelopment

The Horsham Land Redevelopment Authority (HLRA) has signed an Economic Development Conveyance Memorandum of Agreement (EDC MOA) with the federal government, paving the way for the transformation of the former Willow Grove Naval Air Station–Joint Reserve Base.

This agreement represents a significant milestone in redeveloping the 862-acre property into a dynamic, community-centered destination. Under the terms of the EDC MOA, approximately 100 acres will be transferred to the HLRA in phases over the coming years.

“This agreement is a turning point for Horsham Township and the surrounding community,” said W. William Whiteside III, Chairman of the HLRA. “We’re excited to move forward with a vision that opens a new chapter for Horsham Township. The mixed-use redevelopment of the base will serve as a hub of opportunity and innovation for the region.”

In preparation for redevelopment, HLRA and Horsham Township have already invested in critical infrastructure upgrades, including transportation improvements, utility systems, and land use planning. The agreement also enables HLRA to begin site improvements on portions of the base property prior to full-scale development.

Environmental reviews remain underway, with HLRA working closely with local, state, and federal partners to secure final clearances.

A ceremonial signing event will be held on Sept. 12, 2025, to commemorate this major step forward for the community.
